Năm 1874, triều đình Huế ký với Pháp Hiệp ước Giáp Tuất, chính thức thừa nhận chủ quyền của Pháp đối với 6 tỉnh Nam Kỳ. Từ đây, thực dân Pháp đã tổ chức xây dựng một bộ máy cai trị, bố trí quan lại chức tước nhằm dần hoàn thiện công cuộc bình định Nam Kỳ, làm bàn đạp tiến tới xâm chiếm toàn bộ nước ta. Điểm đặc biệt của bộ máy cai trị thời kỳ này là có sự tồn tại cùng lúc các quan chức người Pháp và quan lại lục bộ Annam trong chính quyền.

Paulus Của hay Huỳnh Tịnh Của (1830-1908), hiệu Tịnh Trai, quê ở huyện Đất Đỏ, tỉnh Bà Rịa – Vũng Tàu. Trong thời gian được bổ nhiệm Ðốc phủ sứ, làm Giám đốc ty phiên dịch văn án ở Soái phủ Sài Gòn, ông đã nhận thấy nhiều điểm bất tiện trong cách gọi và cách hiểu các chức vị trong bộ máy hành chính: người Pháp khó có thể nghe và đọc hiểu các chức quan của người Annam và ngược lại, người Annam cũng không thể hiểu rõ ràng các chức vụ của người Pháp trong chính quyền cai trị. Để giải quyết khó khăn đó, dựa vào hội điển nhà Thanh, hội điển Nam Việt, kết hợp với vốn hiểu biết phong phú về tiếng Pháp, chữ Nho và những nghiên cứu về chữ Quốc ngữ của mình, Paulus Của đã tổng hợp và cho ra đời cuốn SÁCH QUAN CHẾ (Des titres civils et militaires français avec leur traduction en Quốc ngữ – Les six ministères de l’Annam et leur composition organisation civile et militaire).

Ấn phẩm SÁCH QUAN CHẾ lần này của chúng tôi gồm có hai phần trọng tâm:
- Phần chính văn: là nguyên bản nội dung “Quan chế” dùng từ ấn bản in năm 1888:
Trong phần này, tác giả đã phân chia thành hai nội dung chính đó là: Quan chế thuộc quan Langsa (hay chính là bộ máy quan lại thực dân người Pháp) và Quan chế thuộc quan Annam (hay chính là bộ máy quan lại của chính quyền phong kiến người Annam). Phần biên khảo đặc biệt ở chỗ, tác giả đã sử dụng song song cùng lúc 3 loại chữ viết: Quốc ngữ, Pháp và chữ Nho để gọi tên cũng như giải thích ý nghĩa của từng chức vị.
- Phần phụ lục: “Nghị định quan chế hương chức ở Nam Kỳ”:
Đây là nội dung được MaiHaBooks bổ sung thêm vào bản in năm 2021, nhằm cung cấp cho độc giả có một cái nhìn tổng quan hơn về tổ chức bộ máy quan lại từ trung ương đến địa phương tại Việt Nam những năm cuối thế kỷ XIX, đầu thế kỷ XX. Phụ lục này lấy nguyên văn từ bản “Nghị định về tổ chức hoạt động hương chức trong các làng xã ở Nam Kỳ” do Thống đốc Nam Kỳ François Pierre Rodier thông báo theo lệnh của viên Toàn quyền Đông Dương Jean Beau năm 1904. Nội dung Nghị định được viết bằng 4 loại chữ viết: Langsa (Pháp), Annam (Quốc ngữ), chữ Nho và Cao Miên (Campuchia). Nghị định trình bày chi tiết các khía cạnh xoay xung quanh vấn đề quan chế hương chức (hay Hội đồng Kỳ mục) trong các làng xã ở Nam Kỳ như: Cơ cấu tổ chức; Quyền lợi và nhiệm vụ; Chế độ tuyển cử, thăng chức, thưởng công, trừng phạt, cách chức; Quy trình xử lý kiện tụng; Quy định về nhận tiền phí lộ khi đi làm việc công…
Hi vọng những nội dung được trình bày trong cuốn sách sẽ cung cấp cho bạn đọc nguồn tư liệu cần thiết trong quá trình tìm hiểu, nghiên cứu về lịch sử Việt Nam thời kỳ đầu thực dân Pháp xâm lược.
